Abstract
The issue of appointing members of disciplinary committees in the structures of the State Fire Service (SFS) is of key importance for ensuring the proper functioning of the disciplinary division. Although the Act on the State Fire Service in chapter 11, in force for more than 28 years, does not specify detailed requirements for the members of the commission, the practice has developed certain standards which are worth analysing. The purpose of this paper is to assess the effectiveness of the current regulations and to identify possible loopholes that may affect the efficiency and impartiality of disciplinary bodies.
The article combines legal and statistical analysis, focusing on the subject aspects related to the appointment of adjudicating panels, their organisation, powers and practices in the PSP. The statistical analysis concerns the Kujawsko-Pomorskie and Mazowieckie voivodeships. The work aims to present a comprehensive picture of the functioning of disciplinary commissions and to assess their role in shaping official discipline.
The subject was prompted by the author's many years of experience as a member of disciplinary committees, as well as a noticeable gap in the subject literature concerning the subjective presentation of the activities of these bodies within the structure of the State Fire Service.
