
The environment is a protected value at all phases of the construction pro- cess. Bearing in mind the principles of prevention and precaution, the stage prior to the start of construction work is crucial. This paper presents environmental protection considerations at the stage of designing a civil structure, as well as specific solutions introduced as part of the administrative proceedings relating to the issue of a building permit. The scope of analysis includes various solutions introduced in case of projects that require an environmental impact assessment: special rules for restricting construction freedom, modification of the subject-related scope of the parties to the construction permit proceedings and distinct procedural features of such proceedings, as well as environmental protection requirements as a benchmark for the review of design documentation by building administration authorities.
