The transfrontier shipment of waste is specific in that it is simultaneously governed by the provisions of international public law, EU law and Polish law. Therefore, it proves quite difficult in this case to effectively utilise the sources of generally applicable law as they feature three levels of regulation. In essence, these centre around the shipment of waste across state borders, as a process involving regulations pertinent to the waste processing process, public administration bodies in charge of associated tasks, and financial penalties for the breach of certain obligations.
