Critical Raw Materials. Legal Regulations. An Attempt at Analysis

Abstract

This article is devoted to the legal regulations for critical raw materials, both in the European Union and in Poland. The author attempts to provide a preliminary analysis of this entirely new legal area, manifested in the draft act on access to critical raw materials. The development of raw materials policy and the relationship between central and local governments are intended to provide insight into the degree of legal oversight of critical raw materials. Based on the analysis, the author concludes that legal regulations regarding critical raw materials require further in-depth discussion and should, in fact, encompass broad cooperation between public administration entities.
