About the Journal

The European Law and International Relations Review (abbreviation: EPPiSM; English: European Review of Law and International Relations, ERL&IR) is a quarterly journal published since 2004. It is published by the European University of Law and Administration in Warsaw (abbreviation: EWSPA; English: European University of Law and Administration in Warsaw). It publishes academic articles in the field of social sciencesin particular in the disciplines of:

1. legal sciences (law according to the OECD classification);

2. international relations (other social sciences according to the OECD classification);

3. security sciences (other social sciences according to the OECD classification);

4. political science and administration (political science according to the OECD classification);

5. sociology (sociology according to the OECD classification);

6. canon law (law according to the OECD classification).

On 1 December 2021, ERL&IR was included in the list of scientific journals and peer-reviewed materials from international conferences maintained by the Ministry of Education and Science – under item 32443 (201259), where it received 40 points. It publishes only original texts that meet high scientific standards. The editorial board respects the principles of publication ethics adopted by the Committee on Publication Ethics.

Scope and purpose of the journal

ERL&IR primarily publishes peer-reviewed (double-blind review) academic articles and commentaries. The research works mainly concern the following fields: legal sciences (including philosophy of law and European Union law), political and administrative sciences, international relations, security sciences, sociological sciences, social communication and media sciences, as well as interdisciplinary (and broadly understood) European studies. The most important objective of the journal is to develop scientific discourse in both theoretical and methodological aspects. The results of the authors' analyses take into account the local or regional research perspective, as well as (sometimes complex) legal, socio-cultural or historical contexts. In addition to peer-reviewed scientific articles and commentaries, EL&IRR also publishes non-peer-reviewed texts, including review essays and shorter reviews (of monographs, journals, online publications, etc.), introductions (e.g. in special issues), reports (in particular from scientific conferences and other events in the life of EULA), and summaries.

 

ERL&IR publishes materials written in Polish or English. For several years, the number of authors and reviewers from foreign universities has been steadily growing. Many researchers from outside Poland have also joined the ERL&IR Scientific Council. The systematic increase in the number of articles written in English is also intended to increase the international reach of the quarterly.

 


Specificity of the journal

What distinguishes EL&IRR is its multidisciplinarity and interdisciplinarity – stimulating the search for connections between social sciences – which reflect the changing and enriched profile of EULA over the years.

On 1 December 2021, ERL&IR was included in the list of scientific journals and peer-reviewed materials from international conferences maintained by the Minister of Education and Science. The journal was entered under item 32443 (201259) and received 40 points.

Scientific level

ERL&IR publishes original articles that meet high scientific standards. The high standard of the scientific papers published in our journal is ensured by the rigorous review procedures practised by the Editorial Board and compliance with the principles of publication ethics developed by the Committee on Publication Ethics (COPE).

 

Editorial team

The quarterly is managed by the Editorial Board, chaired by Prof. Jerzy Wiatr, PhD – editor-in-chief. The Programme Council, composed of scientists from Poland and abroad, acts as an advisory and supervisory body.

 


Periodicity

ERL&IR is a quarterly. The first issue of the year is published by 31 March, the second by 30 June, the third by 30 September, and the fourth by 31 December. It is possible to publish (no more than once a year) a combined issue (double issue, with a correspondingly increased number of pages) as well as a special issue (no more than once a year).

Copyright policy

By submitting a text to the Editorial Office, the Author transfers to the Publisher the exclusive right to publish it (copyright and publishing rights), including publication in the LEX and Legalis Legal Information Systems.

The publisher of EL&IRR is entitled to distribute all materials published in the journal and to use them on the basis of an exclusive licence agreement – concluded each time for an indefinite period with the author of the work – in the fields of exploitation specified in the agreement.

 


Open Access Policy and Free Licences

ERL&IR operates on the principles of open access. All publications on the journal's website are available (online) under a Creative Commons Attribution 4.0 International (CC BY DEED) licence.

For the reader, this means that the content of the journal is available to both the user and their institution free of charge. Users can use the full versions of the texts, i.e. read, download, copy, print, search, and use them for any purpose permitted by law without having to obtain permission from the publisher or author(s). This practice is in line with the definition of free access (BOAI).

History of the magazine

The history of the EULA university magazine began at a very special moment for Poland, as the first issue was published at the beginning of May 2004 – and the coincidence with the date of Poland's accession to the European Union is, of course, no accident.

From the very first issue, the European character of the magazine was clearly evident in its name. To see this, it is enough to recall a few titles of articles published in the early issues of the European Law Review (as the journal was known by this shorter name in 2004–2006): ‘Harmonisation of law in the European Community and the approximation of Polish legislation to Community law’; “Europeanisation of Polish labour law”; “German claims for damages and recovery against Poland: ratione materiae and ratione temporis”; “The Charter of Fundamental Rights: origins, content, scope of application, an attempt at assessment”; ‘What next after Tampere? Area of freedom, security and justice’; ‘Changes in criminal tax law after Poland's accession to the European Union’; ‘Community trademark law’; ‘Free movement of workers in the European Union’ and ‘Sovereignty of European Union Member States: primacy and direct application’.

From the very first issues of the periodical, articles by foreign authors were published, which became a regular practice (as did the multilingualism of selected issues).

The substantive shape of the first seven issues is thanks to the first editor-in-chief, Piotr Ambroziewicz; the authors at that time included Witold Wołodkiewicz, Tadeusz Szymanek, Władysław Czapliński, Anne Fort and Richard D. Pomp. Supreme Court judge Tadeusz Szymanek remained one of the most important authors for the quarterly until the end of his life, as did Dariusz Czajka, the former rector of the university, who died in March 2021. Both were also active members of the Editorial Committee from the very beginning of the journal's existence.

In 2009, after a three-year hiatus, the quarterly was reactivated under a slightly changed title: European Review of Law and International Relations. Ewa Boniecka-Bromke became the editor-in-chief at that time (and remained so until September 2013). This involved a certain change in profile, as the existing legal (as well as administrative and management) issues were supplemented by other content: political science (including the titular international relations), sociology and related topics. Since 2009, the quarterly has thus expanded its thematic scope to include new areas of social sciences. This deliberately adopted interdisciplinarity, which stimulates the search for connections between social sciences, also reflected the new, similarly enriched profile of the university.

In October 2013, Jerzy J. Wiatr became the editor-in-chief of EL&IRR. He continues to hold this position today, while remaining an important and tireless author of articles and reviews.

Over the past eight years, the quarterly has featured – to a much greater extent than before – the philosophy of law and related issues. Political science analyses (also by foreign authors) have also become more common. Among the foreign authors publishing in EL&IRR are such renowned figures in the world of science as:

– Shlomo Avineri – professor at the Hebrew University of Jerusalem, member of the Polish Academy of Arts and Sciences, world-renowned historian of Marxism and Zionism;

– Anton Bebler – professor emeritus at the University of Ljubljana, foreign professor at EULA, president of the Slovenian Euro-Atlantic Council, one of the world's most renowned theorists in the field of military and national security;

– Ergun Özbudun – professor at the University of Istanbul, Turkey's most prominent constitutional law theorist, honorary professor at EULA;

– Adam Przeworski, professor at New York University and the University of Chicago, member of the American Academy of Arts and Sciences;

– Elena Shestopal – professor at Lomonosov Moscow State University, former vice-president of the International Political Science Association;

– Aleksander Zapiesocki – rector of the St. Petersburg University of Humanities and Social Sciences, corresponding member of the Russian Academy of Sciences, Honoured Scientist of the Russian Federation, honorary doctorates from universities in the USA, Israel and Ukraine, honorary professor at EULA.

– Andreea Tabacu – Doctor of Law, university professor, National University of Science and Technology POLITEHNICA in Bucharest – University Centre Pitești (affiliation).

– Beata Stępień-Załucka – Doctor of Law, university professor, Department of Constitutional Law and Human Rights, Institute of Legal Sciences, University of Rzeszów (affiliation); attorney (Bar Association in Rzeszów).

Special or monographic issues of ERL&IR were also devoted – usually in their entirety, sometimes in large part – to commemorating important events in our recent history (such as the 20th anniversary of the adoption of the current Constitution of the Republic of Poland – the quarterly featured a rich harvest of conferences which was held on this anniversary with the participation of, among others, former President Aleksander Kwaśniewski), or to commemorate deceased persons who rendered outstanding services to the university (Prof. Adam Bromke, SSN Tadeusz Szymanek, Prof. Andrzej Bierć, Rector Dariusz Czajka, Prof. EULA and attorney).

Recently, the above-mentioned rich thematic spectrum of the journal has been expanded to include the increasingly important issue of public safety. Of course, the most interesting issues of national and Community law, so important and dominant especially in the first, post-accession period of the magazine's existence, will probably never disappear from the field of vision of the programme editors.

From the very beginning, the pages of the university periodical have also been open to the best students and graduates of EULA. Publishing selected works by young researchers is one of the basic tools for scientific development.

To date, 75 issues have been published (ERL and ERL&IR combined).

The publisher does not charge authors any fees for publishing articles.
