
Spatial planning is not planning as it is understood by praxeology, for there is no characteristic connection between the plan and future activities, that would have the ascribed deadlines for accomplishment and the necessary funds. That is determined by the contents of local plans and legal effects connected with their entering into force. The ultimate image of the future, actual spatial management remains unknown Spatial planning is not as much planning as acting- binding resolution with legally admissible manner of premises management. Spatial management is and intentional activity and therefore it should undergo assessment from the point of view of effectiveness in achieving the intended goals. Spatial planning has a vast potential of preventing negative spatial phenomena, but restricted ability to positively form spatial management, e.g. averting the housing crisis. An effective form of positive influence upon space would be the direct accomplishment of public investments on the land owned by public subjects and making apartments available on preferential principles.
