Effective counterterrorism requires a coherent and multi-level approach from both private and public entities. There is a number of active procedural and operational methods in force, timing to early detect and neutralize terrorist threats. Simultaneously passive methods of attack prevention are also used, aiming to deny future perpetrators the means of attack. Their actual effectiveness should, however, be assessed taking into account the possibility of carrying out an attack despite the illusion of safety created by
the restrictions in force.
