This article examines the pathology affecting the national higher education and science system within contemporary legal structures. Ba-ding the interplay between legislation and the practical manifestations of these systems, it aims to identify key areas of concern, including regulatory shortcomings, institutional challenges and disparities in resource allocation. Drawing on legal analysis and empirical data, the study sheds light on systemic shortcomings that undermine the efficiency and equity of higher education and scientific endeavor. Moreover, it proposes potential reform pathways to address these issues and foster a robust and inclusive national framework for academic and research activity.
