An insurance intermediary played a key role in the insurance system. However, in the initial period of the existence of independent Poland, the legislator did not introduce regulations referring to its status, leaving the issue of the selection of personnel and the rules of their operation to insurance companies. This practice has been shown to lead to the development of a number of pathologies in the belaying market. Therefore, in the second decade of the existence of the Second Polish Republic, a radical change was made in the approach to personnel policy in the insurance industry.
