The security of region al councils sessions, especially with regard to freedom of expression and free making of the decisions, was significant for a gentry because of the meaning of local gentry for an efficient performance of the state. A noble passion for their privileges and freedoms was also very important The citizen had a possibility to decide about interests of the country during regional council session. However, despite the meticulous regulations of the rules of the regional councils sessions and harsh punishments for those who violated security during these sessions, such cases were not incidental and occurred very often during that period of history.
